Antimonopoly Committee Established Department on State Aid Monitoring


On 1 February 2016, in compliance with the Ukraine’s international obligations to establish an effective system of state aid and according to the institutional development programme, the Antimonopoly Committee of Ukraine, the Authority on Stat Aid Control and Monitoring, had established a Department on State Aid Monitoring.

Adoption of the Law “On State Aid to Undertakings” in July 2014 was an important step towards creating the system of state aid in compliance with its obligations under the Association Agreement with the EU. However, until the full application of the Law, within the transition period of three years it is important to implement an institutional reform of ​​monitoring and control of state aid to undertakings. This includes organisational development of the Antimonopoly Committee of Ukraine (AMCU), review policies and operational structures of the keystakeholders, as well as train all the public officialsinvolved. Only under these conditions can the state aid system operate effectively.

The role of the new structural unit of the AMCU is to develop secondary legislation, conduct capacity building activities to implement the Law, provide advice and raise awareness of the Law and its implications amongst State Aid Providers.

Establishment of the Department is stipulated by the new Action Plan forthe institution developmentof state aid system, which was developed with the support of the Project.
