On 9 September 2015, in Sumy, representatives of the EU Project and Ministry of Economic Development and Trade of Ukraine met with Mr. Mykola Klochko, the Head of Sumy Regional State Administration. The meeting took place during the Project visiting Sumy with a three-day regional seminar on public procurement.

Olexandr Shatkovskiy, Senior Expert on Public Procurement, told about the Project activity and the purpose of its Regional Training Programme. Speaking about the need for procurement legislation approximation to EU standards under the Association Agreement between Ukraine and the EU, Mr Shatkovskiy stressed that the implementation of EU standards in public procurement will allow Ukrainian businesses to enter European markets , as well as will contribute to the system transparency.

Tetyana Lisovska, Head of Department of Public Procurement Regulation of the Ministry of Economic Development and Trade of Ukraine (MEDT), outlined main achievements in reforming public procurement system and defined the next steps. Ms. Lisovska stressed that MEDT recognised Ukraine’s international obligations to harmonize procurement legislation with EU standards, while working on establishing a balanced and effective Ukrainian public procurement system.

Mykola Klochko affirmed authorities’ interest in the most rapid building of an effective and transparent public procurement system.

The seminar in Sumy completed the Project’s five-month Regional Training Programme. It has covered all regions of Ukraine and trained around 200 procurement practitioners, public authorities, and representatives of non-government organisations.
