Public Procurement Seminar in Sumy Will Conclude the EU Project’s Regional Training Programme
On 9 – 11 September 2015, in Sumy, the EU Project will hold the fifth seminar on public procurement that will complete the Project’s five-month Regional Training Programme. Upon its closure, the Programme would have covered all regions of Ukraine and trained around 200 procurement practitioners, public authorities, and representatives of non-government organisations.
The Regional Training Programme was developed by the Project in order to improve general understandingof key aspects of public procurement and EU standards implementation by control authorities, procurement specialists, and civil society organisations acting in public procurement sector of Ukraine in the context of legislation approximationunder Association agreement between Ukraine and EU. The Programme was intended to enhance effectiveness of efforts related to procurement activities performed on regional level.
The Programme rolled out in Vinnytsia in March 2015, and was followed by the trainings in Lviv, Dnipropetrovsk, and Mykolaiv. The seminar in Sumy is expected to engage representatives from Chernihiv, Kyiv, Poltava, and Sumy regions.
During the three days of the training Project Experts (Mr. Olexandr Shatkovskiy and Mr. Steen Bruun-Nielsen), representatives of the Ministry of Economic Development and Trade, MEDT, as well as of NGO sector, will introduce Ukrainian public procurement system and EU procurement legal framework, compare public procurement monitoring procedures in Ukraine with the EU experience, deliver presentations on framework agreements and e-procurement, comment on public procurement chapter of Deep and Comprehensive Free Trade Agreement, DCFTA, and discuss the role of civil society in public procurement system. The Programme will also include practical exercises and discussion panels.
