QUESTION OF PROFESSIONALISATION OF PUBLIC PROCUREMENT WILL BE RAISED RAISED BY THE EU PROJECT
On 16 October 2015, the EU Project will hold the Round Table to discuss steps to be undertaken to move towards the professionalisation of the public procurement system in Ukraine.
At present in Ukraine, there is no professional dimension to the public procurement system. In regard to public procurement training, such training is very limited across the thousands of procuring entities in Ukraine, there are currently no unified rules, procedures or recommendations setting out the requirements, the qualifications of trainers or particular training methods. This results in competence issues regarding procuring entities and a training system that is at best dis-jointed, irregular and sporadic.
The objective of the Round Table is to consider the best practices on public procurement professionalisation and supplementary training and to discuss workable models in Ukraine to advance competences in the public procurement sector via short-term training initiatives and the transition from the mandatory Tender Committee model to professionalisation of procurement operations.
Among the participants of the training there will be representatives of the Public Procurement Department of the Ministry of Economic Development and Trade, the Ministry of Labour and Social Policy, the Ministry of Education, the State Financial Inspection, the Accounting Chamber, the Anti-Monopoly Committee of Ukraine, the Public Procurement Web-Portal (SE Zovnishtorgvydav), the Industry and Trade Chamber of Ukraine, the National Agency for Civil Service, the National Academy of Public Management, as well as representatives of procuring entities, the Association of Procurement Professionals, non-governmental organisations (NGOs) and independent trainers, and media.
