The EU Project Steering Committee Gathered for the Third Time

On 16 July 2015 the Project’s Steering Committee convened the third meeting since the inception of the Project in November 2014 to review its developments in the period January to end-June 2015 and to look ahead on the basis of the progress and experience of the Project to date. The meeting was held at the premises of the Ministry of Economic Development and Trade of Ukraine.

Mr. Oleksandr Starodubtsev, Head of Department of Public Procurement Regulation, Ministry of Economic Development and Trade of Ukraine, chaired the meeting and gave an opening speech, expressing gratitude for the Project support. Ms. Juana Mera Cabello, First Counsellor,EU Delegation to Ukraine, and Mr. Noel Setters, Project Director, Crown Agents LTD (UK), made their opening remarks, thanking for the beneficial cooperation.

Dr. Eugene Stuart, Project Leader, presented third report on the Project implementation and noted: “At the end of a further intensive and productive period, the Project continues to progress well and has operated at a very rapid pace in the reporting period; delivering a wide range of outputs and over 20 specific events supporting public procurement reform and alignment with EU standards and State aid system development in Ukraine. It is also noted that Project resources have now been effectively reorganised to meet the changed needs of the Project and new stakeholder requests. Project work has gathered additional momentum in the last six months, especially as regards the Public Procurement Reform Strategy, e-procurement and legislative support and support for the State aid system and distinct progress is evident in the period January to June 2015 in the case of each of the Project’s operational components”.

The meeting was attended by Ms.Nataliya Shymko, Head of public Procurement Policy Division, Ms. Tetyana Lissovska, Head of International Relations Division, Ministry of Economic Development and Trade of Ukraine, Mr. Roman Koval, Head of Department on Complaints Review in Public Procurement Sphere, and Victor Talakh, Director of Competition Policy Department, Anti-Monopoly Committee of Ukraine, Mr. Sergiy Darkin, Chief Specialist of Economic Development and Strategic Planning Unit of Secretariat of the Cabinet of Ministers of Ukraine, Ms. Natalia Yefremova, Chief Economist, Director for Manufacturing and Property, Ministry of Finance of Ukraine, Mr. Boris Filipov, Attaché’, the EU Delegation to Ukraine, and Ms. Becky Donelly, BDO LLP (UK).
