The Second Annual Public Procurement Conference: Strategic Reform Directions for Public Procurement in Ukraine

On 27 November 2015, the Project will hold the second International Public Procurement Conference in Ukraine at the Fairmont Grand Hotel, Kyiv. The theme of the Conference will be: “Strategic Reform Directions for Public Procurement in Ukraine – the EU dimension, recent developments, and key challenges”.

2015 has been an important year for the public procurement system of Ukraine. A new Public Procurement Strategy has been prepared, complex amendments to Law on Public Procurement, simplifying the procurement process and introducing other innovations, have been adopted and specific e-procurement legislative proposals have been drafted.

While the previous 2014 Annual Conference had an important focus on problems in the system and produced substantial conclusions on how these might be addressed, this Conference, with its focus on strategic reform directions, will have a distinct focus on solutions and solutions which are being developed.

The Conference seeks to bring together international specialists and Ukrainian stakeholders to discuss the new Public Procurement Strategy (Road-Map) and key areas of the reform agenda, including: recent new legislation, future legislation, progress on e-procurement, the intended adoption of the EU Common Procurement Vocabulary and challenges linked to improving integrity and efficiency in public procurement, training and professionalisation, and the establishment of Centralised Procurement Bodies.  bring together international specialists and Ukrainian stakeholders to discuss the new Public Procurement Strategy/Road-Map and key areas of the reform agenda, including: recent new legislation, future legislation, progress on e-procurement, the intended adoption of the EU Common Procurement Vocabulary and challenges linked to improving integrity and efficiency in public procurement, training and professionalization and the establishment of Centralised Procurement Bodies.

Among the Conference speakers will be representatives of the European Commission, the Support for Improvement in Governance and Management Programme (SIGMA, a joint initiative of OECD and the EU), Crown Agents Ltd., a British firm implementing the Project, the Ministry of Economic Development and Trade, State Enterprise “Derzhzovnishtorgvydav”, Prozorro, Transparency International Ukraine and Project Experts.

The Conference will be of crucial interest for public procurement practitioners, representatives of sector regulators, economic operators, civil society activists and mass media.
