Ukrainian Officials Visited the Council of Competition of Moldova




On 16 – 17 March 2015, a group of Ukrainian state aid experts visited the Council of Competition in Chisinau, which is responsible for state aid control in the country, to study about State aid regulatory system in Moldova. The visit was organized by the Project as part of its support activities of establishment of State aid control and monitoring in Ukraine.

Moldova was considered to be the most favourable host country, as its system of regulation of state aid is relatively new, and the requirements for such a system under the provisions of the 2014 Moldova – EU Association Agreement are similar to those in the EU-Ukraine Association Agreement. The study visit to Moldova provided a good opportunity for participants to learn about implementation of state aid control and establishment of the State aid register. In particular, participants studied in detail the practical aspects of state aid notification and approval procedure and were introduced to an online Inventory of state aid – SIRASM, the State Aid Web-Portal which was designed in Moldova and which was launched in November 2014.

The Ukrainian delegation included officials from the Antimonopoly Committee of Ukraine, Ministry of Economic Development and Trade, Ministry of Fuel and Energy and Ministry of Finance.

This visit continued cooperation between Ukraine and Moldova in regard to State aid regulatory experience and issues. The Competition Council of Moldova participated in the initial State aid Training Programme run by the Project in September/October 2014.
