Ukrainian Officials Visited the Czech Office for the Protection of Competition
On 13 – 17 October 2015, a group of Ukrainian officials visited Czech Republic to study about the complaints review mechanism operated in the country by the Office for the Protection of Competition. The visit was organized by the Project as part of its support activities of strengthening the institutional capacity of the Anti-Monopoly Committee as a review body in public procurement.
The Ukrainian delegation included officials from the Antimonopoly Committee of Ukraine and Ministry of Economic Development and Trade.
The experience of EU Member States with competition agencies monitoring and enforcing public procurement legislation can be most useful for AMCU at this period when the Ukrainian competition policy and law are being reformed to meet the requirements of the Association Agreement with EU.
The Study visit will help the recently appointed State Commissioners of the AMCU – members of the Administrative Board and relevant AMCU staff supporting the complaint review function to enhance knowledge on the international practices of handling complaints against illicit procurement decisions by contracting entities, as well as exchange of expertise with EU practitioners concerning detecting and investigating bid-rigging cases, finding effective remedies for infringements of public procurement rules.
