EU Project Will Visit Dnipropetrovsk with its Regional Training

On 20 – 22May 2015, the Project will run a three-day seminar on public procurement in Dnipropetrovsk. This will be the Project’s third seminar as part of its major Regional Training Programme.

Adopted in April 2014 under the EU-Ukraine Association Agreement, a Law on Public Procurement stipulates new rules to bring the Ukrainian legislation in compliance with the European Union procurement standards and best practices in the field.

In order to improve general understandingof key aspects of public procurement and EU standards implementation by control authorities, procurement specialists, and civil society organisations acting in public procurement sector of Ukraine, Project Experts developed a Regional Training Programme. It is intended to enhance effectiveness of efforts related to procurement activities performed on regional level.

The Programme was launched with a seminar in Vinnytsia on 11 – 13 March 2015, followed by the training in Lviv on 15 – 17 April, and to cover all regions of Ukraine by the end of the year. The seminars will be also held in Mykolayiv (for Kirovograd, Mykolayiv, Kherson, Odesa and Cherkassy regions) and Sumy (for Chernihiv, Kyiv, Poltava, and Sumy). The dates of the following trainings will be duly announced.

During the three days of each Training session Project Experts (Mr. Olexandr Shatkovskiy and Mr. Steen Bruun-Nielsen), representatives of the Ministry of Economic Development and Trade, MEDT, as well as of NGO sector, will introduce Ukrainian public procurement system and EU procurement legal framework, compare public procurement monitoring procedures in Ukraine with the EU experience, deliver presentations on framework agreements and e-procurement, comment on public procurement chapter of Deep and Comprehensive Free Trade Agreement, DCFTA, and discuss the role of civil society in public procurement system. The Programme will also include practical exercises and discussion panels.
