On 15 April 2015, Project team met the Head of Lviv city administration, Mr. Andriy Sadovy.
The meeting was dedicated to discussion of the pilot project on public procurement reforming, EU standards introduction in the sphere, and possible cooperation.
Mr. Andriy Sadovy, welcomed the EU Project representatives in Lviv and noted: “We believe applying the best international experience and exiting practices is the right thing to do. Moreover, we do conduct all public purchases in accordance with the EU standards in force.”
Dr. Eugene Stuart, EU Project leader, thanked for the opportunity to meet in lviv and said: “Despite being based in Kyiv, we realise that there is a bigger world of public procurement, so we are open for cooperation in the regions. Considering Ukraine’s commitment to European integration, there is huge interest towards public procurement. Since the adoption of the recent procurement legislation, there is a good starting point, but so much more needs to be accomplished. For instance, I find scaring the number of people working in public procurement in Ukraine. One of the biggest challenges is that these people were not trained. Our programme will not immediately solve this issue, but sets a good ground for positive changes. So does the pilot project on public procurement reforming that Lviv joined. These types of experiments are important and beneficial for all parts of Ukraine.”
Mr. Sadovy supported the idea of training and expressed his commitment to cooperate in the sphere.
EU Project visited Lviv with the purpose of holding a second seminar on public procurement as part of its major Regional Training Programme. The Programme was launched on 11 March 2015 in Vinnytsia and aimed improving general understanding improve general understandingof key aspects of public procurement and EU standards implementation by control authorities, procurement specialists, and civil society organisations acting in public procurement sphere in Ukraine. control authorities, procurement specialists, and civil society organisations acting in public procurement sector of Ukraine.
